The funeral home paperwork may show a contract total, a deposit, insurance proceeds, credits, and a balance due. Those numbers are not interchangeable on a VA survivor pension application. VA Form 21P-534EZ asks for unreimbursed last-illness and burial expenses the claimant paid, and it warns against including expenses paid by other family members, insurance, or another source.1

Before anyone copies the contract total into the claim, answer three questions: Who paid? How much left that person's funds? Was any part reimbursed or expected to be reimbursed? Keep the contract, but build the claim from the answers and the payment records.

Start with the payer, not the person named on the contract

A surviving spouse may have signed the funeral agreement while an adult child paid the deposit, a burial policy paid the funeral home directly, and the estate paid the remaining balance. The signature identifies a contracting party. It does not, by itself, prove which person made each payment.

VA Form 21P-534EZ says that out-of-pocket expenses paid by the claimant or a VA-approved dependent may be claimed and that expenses paid by other family members or insurance should not be included.1 Put the payer beside every line item before totaling anything.

Use a simple reconciliation sheet with five columns: funeral-home line item, contract amount, amount paid, payer, and reimbursement or credit. If a credit came from insurance, a prepaid plan, the estate, another relative, or another benefit, label it instead of netting it into an unexplained total.

Do not treat the unpaid balance as proof of payment

A quote shows proposed charges. A signed contract shows obligations and terms. A statement may show credits and an unpaid balance. A receipt, canceled check, card record, or funeral-home ledger showing payment supports the separate question of what was actually paid.

For the survivor pension expense section, VA Form 21P-534EZ uses the language of expenses the claimant paid.1 If part of the bill remains outstanding, do not quietly report it as though cash already changed hands. Give the free accredited representative the contract and current statement, identify the unpaid portion, and ask how VA wants that amount presented for this claim.

Read the cancellation and refund terms

A funeral agreement may contain deposits, refundable advances, assigned insurance proceeds, or charges that change after the final statement. Those terms matter because VA excludes expenses that were reimbursed or will be reimbursed.1

Ask the funeral home for a final itemized statement that shows every service or item, every payment and credit, the payer when its records identify one, and the remaining balance. If the statement combines several sources into one credit, request a payment ledger or written breakdown. Do not alter the funeral home's paperwork. Attach your own reconciliation page if the claim needs an explanation.

Use the right form for the benefit being claimed

A surviving spouse or eligible child uses VA Form 21P-534EZ to apply for Survivors Pension, Dependency and Indemnity Compensation, or accrued benefits.2 Its expense section includes unreimbursed medical expenses and certain last-illness and burial expenses. If more space is needed, the form directs the claimant to attach VA Form 21P-8416.1

VA Form 21P-8416 is the Medical Expense Report. VA says it is for expenses the claimant paid and was not reimbursed for, and does not expect to be reimbursed for.3 That form is not permission to treat every charge in a funeral contract as a medical expense. Keep funeral and last-illness entries clearly labeled so the reviewer can see what each payment covered.

VA Form 21P-530EZ is a different application for burial benefits.4 A burial-allowance claim and a survivor pension claim should not be blended into one unexplained number. If both are being pursued, keep copies of both submissions and record any payment or reimbursement that could affect what remains unreimbursed.

Keep the contract packet together

For each claimed payment, retain the signed agreement, final itemized statement, payment proof, insurance or prepaid-plan statement, records of credits or refunds, and a note identifying the payer. VA tells pension claimants to keep receipts and other payment documentation because it may later request verification.3

If VA is considering reimbursement from accrued benefits for last-illness or burial expenses, its evidence guidance calls for billing or account statements showing the services, costs, and payment information, including who paid.5 That is another reason not to rely on a one-page quote when a ledger and proof of payment exist.

Get a free review before filing

Bring the complete contract packet to an accredited Veterans Service Organization representative or a VA regional office. VA identifies accredited representatives and VA regional offices as filing-help options for survivor claims.2 In St. Louis, use the local office list to identify the two practical doors: a free accredited VSO and the VA regional office.

Ask the reviewer to mark three figures separately: the funeral home's total charge, the amount this claimant actually paid, and the amount reimbursed or expected from other sources. Then ask which figure belongs on which form. Leave with a copy of the filed packet and proof that VA received it.

The decision point is narrow: a funeral contract can explain the obligation, but the survivor pension expense entry must match the payer, the payment, and the reimbursement record. If those three do not reconcile, fix the packet before VA has to ask.
