Most families start with the care problem and work backward to the paperwork. For a veteran who served only in peacetime, that order wastes weeks. The first gate is service, and it can be checked from a discharge paper before anyone requests a medical record.
Local option: New Plan Care gives families in the St. Louis area in-home help so a parent can stay home: companionship, help with bathing and dressing, meals, and overnight care. Call (314) 405-0887.
What the service gate asks
VA's pension rules require a minimum length of active service and require that the service include at least one day during a period VA defines as wartime. The minimum depends on when the veteran entered service and how long the service ran, so read the pension rule for that entry era rather than relying on a rule of thumb.1 The discharge also has to be something other than dishonorable for the pension door to open, whatever the care needs are.1
Lay the dates side by side
Pull the discharge paperwork, usually a DD Form 214, and write down four things: the entry date, the separation date, the character of discharge, and any break in service. Put those dates next to the wartime periods in VA's pension rules. If every day of service falls outside those periods, the pension door is closed for this veteran, and the family should not spend a week gathering medical proof for a claim that cannot pass the first gate.
Test the dates that sit near a boundary
Families get tripped where the dates fall close to the edge of a wartime period. Ask whether the count uses the entry date or the orders, and whether a gap between enlistments changes the total. Ask for the answer in writing from VA or from an accredited representative before filing. A county veteran service officer can read the record with you at no charge, and the offices listed on Local Help: St. Louis Offices are a good place to start.
If the veteran fails the pension gate
A veteran who served only in peacetime may still have a service-connected disability, which runs through the disability compensation system rather than the pension door. That is a separate claim with its own forms. Do not file the pension application as a fallback without first checking that route, because a claim on the wrong benefit can use up time you need for the right one.
Carry the count into the forms
When the service gate is cleared in writing, the pension application (VA Form 21P-527EZ) asks for the same service information. Keep your one-page date count and copy the numbers from it, so every form uses the same entry date, separation date, and discharge character. A mismatch between a form and the discharge paper sends a file back for correction, and that delay is the one cost a family cannot easily recover.
