Dad served, needs help at home, and someone says the Aid and Attendance claim has been filed. The first document to inspect is not the medical examination or the care agreement. It is VA's submission confirmation, claim-status screen, or acknowledgment letter.

Look for three things: the claimant's name, the benefit named, and the application form number. A veteran's pension application is VA Form 21P-527EZ. VA Form 21-526EZ is an application for disability compensation, a different benefit based on an illness or injury caused or worsened by active military service.12

If the receipt says disability compensation when the family meant to seek Veterans Pension with Aid and Attendance, do not assume VA will convert the filing. Call the filer and ask: What exact form did you submit? What benefit appears in VA's system? Did you submit a pension application, or only evidence intended to support one?

A medical form is not the pension application

VA Form 21-2680 records an examination for housebound status or a permanent need for regular Aid and Attendance. It supports a request for an increased pension rate, but the veteran's pension application is VA Form 21P-527EZ.31

A file containing only VA Form 21-2680 can therefore have strong medical evidence without the application VA identifies for a new Veterans Pension claim. Ask the filer to show you the completed 21P-527EZ or the online pension confirmation, not merely a copy of the doctor's form.

If Dad is already receiving Veterans Pension, tell the accredited representative that fact before another application is prepared. The representative should review the existing award and the decision letter, then identify the submission route for requesting the increased Aid and Attendance rate.

Run the three gates before arguing about the form

The right form does not cure an ineligible claim. VA describes Veterans Pension as a benefit for wartime veterans who meet discharge, active-duty service, age or disability, income, and net-worth requirements.4

Put the gate check on one page:

Service gate: Compare the DD214 or other separation record with VA's active-duty and wartime-service rules. Do not rely on the phrase wartime veteran in an advertisement.4

Age or disability gate: Check whether Dad meets one of VA's listed age or disability conditions for pension. This is separate from proving that he needs regular personal assistance for the higher Aid and Attendance rate.43

Financial gate: Assemble household income, assets, dependents, and unreimbursed medical expenses. VA uses income and net worth to decide pension eligibility, and certain unreimbursed medical expenses may reduce income for VA purposes.45

Do not copy a net-worth limit or payment amount from an old handout. VA adjusts pension figures, so check the current VA pension-rates page when the file is prepared.5

Match each supporting form to the fact it proves

Use VA Form 21-2680 for the Aid and Attendance or housebound medical examination. If the claimant is in a nursing home, VA identifies Form 21-0779 for the facility to verify the person's nursing-home status.36

VA Form 21P-8416 reports qualifying medical or dental expenses that were paid for the claimant or a household family member and were not reimbursed, with no expected reimbursement.6 Before listing a home-care charge, reconcile the invoice, payer, payment date, service period, and any insurance reimbursement.

VA Form 21P-0969 is the income and asset statement VA may instruct a pension claimant to submit. VA also identifies it as a form for reporting changes in income or net worth while receiving pension.6

A nursing-home form, medical-expense report, or doctor's examination can support the case. None should be treated as proof that the underlying 21P-527EZ was received.

Check the claimant before using a survivor form

When the veteran is living, the veteran applies for Veterans Pension on VA Form 21P-527EZ. A surviving spouse or child uses VA Form 21P-534EZ to apply for survivors benefits, including Survivors Pension and increased benefits based on Aid and Attendance or housebound status.17

Do not continue Dad's 21P-527EZ under Mom's name after Dad dies. Ask an accredited representative to identify which survivor benefits and pending-claim issues apply before selecting the survivor submission.

Verify the filing while there is still time to respond

VA says pension decision time depends on the claim and that claims generally move in receipt order unless priority processing applies.1 There is no safe filing plan built around a promised approval date.

Use VA's claim-status tool to confirm that a claim appears, review its status, upload evidence for an initial claim when available, and download certain decision letters.8 Documents sent by mail, fax, or in person may not appear in the online document list, so keep the delivery record and a complete copy of every submission.8

If VA sends a request for evidence, use the deadline printed in that letter. Give the representative a copy immediately, name the person responsible for the response, and retain proof that VA received it.

Care and the claim are separate decisions

A pending pension claim is not a VA authorization for home care, and VA says the time required for a pension decision varies.1 The family may arrange care on private pay while the claim is pending, but it should do so only with a budget that works without assuming a particular VA payment or approval date.

Before care starts, ask the provider who will issue invoices, how services and dates will be described, who will show payment, and how refunds or insurance reimbursements will be documented. Those records matter because VA limits the medical-expense report to paid expenses that were not reimbursed and are not expected to be reimbursed.6

If nursing-home Medicaid may enter the picture, flag it before treating an estimated pension amount as permanent. VA has a separate rule governing the pension rate for certain veterans and surviving spouses in Medicaid-covered nursing facilities.9

Who can check the file without selling the family a product

VA says an accredited Veterans Service Organization representative can help with a claim free of charge. VA also provides a search tool for checking whether a representative is accredited.10

For St. Louis options, use Local Help: St. Louis Offices. Bring the DD214, current VA letters, submission receipt, copies of every form, household financial information, medical-expense records, and the care agreement.

Ask the reviewer for a direct answer: Is a 21P-527EZ actually pending under Dad's name, is Aid and Attendance evidence attached to that pension claim, and what document proves VA received each item?
