The warning sign is simple: the family remembers starting an application, but nobody can produce a submission confirmation, a completed claim, or a VA letter acknowledging the claim. Do not treat a saved screen, a draft PDF, or an appointment with a representative as proof that Dad filed.
Starting a Veterans Pension application while signed in through a verified VA.gov account can automatically create an intent to file. That reserves a potential effective date while the application is being completed. It does not turn the unfinished application into a pension claim. VA gives the claimant one year after the intent to file to complete and file the claim.1
Run the receipt test first
Sign in to Dad's VA.gov account and check the claim status. Look for a pension claim, not merely a draft application. If someone filed by mail, through a representative, or at a regional office, ask for the complete filed packet and evidence showing when VA received it. If the record is unclear, call the VA benefits hotline at 800-827-1000, TTY 711, and ask these questions: Is there an active intent to file for pension? What date did VA receive it? Is there a pending Veterans Pension claim? What date did VA receive that claim?23
Write down the answers, the call reference information VA provides, and the deadline calculated from the intent-to-file receipt date. The dangerous answer is, “There is an intent to file, but no pension claim.” That means the protected date may still be usable, but the application must reach VA within the one-year period.1
Make sure the intent belongs to the right benefit
An intent to file for disability compensation does not protect a later pension claim. VA requires a separate intent for a different benefit type. Only one intent to file can be active at a time, and filing the completed claim closes the intent that applies to it.1
Ask VA to identify the benefit type in its record. Do not rely on a folder labeled “VA claim” or on a family member's memory that something was started. Compensation and pension are different benefits, even when the same Veteran may need to compare both routes.
The forms that finish the pension file
For Dad's Veterans Pension claim, the main application is VA Form 21P-527EZ. If he is claiming the higher Aid and Attendance level, VA Form 21-2680 supplies the examination information about his need for regular personal assistance or supervision. VA Form 21P-8416 reports qualifying unreimbursed medical expenses. VA may also require VA Form 21P-0969 for income and assets.4567
Before filing, check the three pension gates separately. First, confirm qualifying wartime active service and the discharge requirement. Second, confirm that Dad meets the age or disability requirement. Third, calculate household income and net worth under VA pension rules, including allowable medical expenses. Aid and Attendance is an increased pension amount for a claimant who meets specified care criteria. It does not replace the underlying pension eligibility gates.89
Do not wait for every care receipt to become perfect while an intent-to-file deadline approaches. Have an accredited representative review what the application requires, what can be filed with it, and how later evidence should be submitted. Do not submit a form with facts the claimant cannot support merely to beat the deadline.
Who files it free in St. Louis
A VA-accredited Veterans Service Organization representative can help with a VA benefits claim without charging the claimant. Confirm the representative's accreditation in VA's search tool, ask whether the office handles pension and Aid and Attendance claims, and ask how it proves submission. VA Form 21-22 appoints a VSO organization as the claimant's representative.10
Use Local Help: St. Louis Offices to compare local filing doors. Ask each office whether it will check the existing VA record before creating another intent, whether it will review VA Forms 21P-527EZ and 21-2680 together, and whether it will give the family a complete copy plus confirmation of VA receipt.
Care does not have to wait for the decision
The pension claim and the care start are separate decisions. Dad can begin privately paid care while VA decides the claim if the family can carry the cost. Keep the signed care agreement, invoices, proof of payment, service dates, provider information, and records showing whether any expense was reimbursed. VA Form 21P-8416 is used to report medical or dental expenses that were paid and are not expected to be reimbursed.6
Also open the health-care door. An enrolled Veteran may qualify for home and community services based on clinical need and local availability, and VA directs families to the Veteran's VA social worker to ask about access. Pension cash benefits and VA health-care services have different eligibility and approval routes.11
If the claimant is Mom
A surviving spouse does not file Dad's VA Form 21P-527EZ. Survivors Pension, Dependency and Indemnity Compensation, and certain accrued-benefit claims use VA Form 21P-534EZ. Starting an online survivors application does not automatically create the same intent-to-file protection described for a verified online Veterans Pension application, so a survivor who is not ready to file should check whether VA Form 21-0966 is needed.121
Do not let Medicaid planning disappear behind the VA filing
VA pension and Medicaid are separate programs. VA identifies Medicaid, Medicare, private insurance, private funds, and VA benefits as possible payment routes for long-term care, depending on the service and the person's eligibility.13
If Dad may need Medicaid-funded long-term care, ask the appropriate Medicaid office or a qualified adviser how income, assets, transfers, care contracts, and any later VA pension payment would be treated before changing ownership or moving money. The immediate VA task remains concrete: identify the active intent, confirm its benefit type and receipt date, finish the correct claim, and keep proof that VA received it.
