Dad may start with a helpful neighbor, a post volunteer, an attorney, or one adult child managing the paperwork. None of them should be the only person who knows where the pension claim stands. Build a handoff file before anyone becomes unavailable. It should let a replacement answer four questions: What benefit was claimed? What did VA receive? What is VA waiting for? Who is authorized to speak for Dad?1
Start with the three gates
Put a one-page eligibility sheet at the front. Record Dad’s discharge character, active-duty service and qualifying wartime service, age or disability basis, household income, assets, debts, dependents, and claimed unreimbursed medical expenses. Veterans Pension requires qualifying service and discharge, an age or disability condition, and income and net worth within VA limits. Aid and Attendance is an increased pension amount for a claimant who meets an additional care-need test. Passing the medical test alone does not establish pension eligibility.2
Do not write only “eligible.” Attach the records supporting each gate, such as discharge papers, marriage information, financial statements, and medical evidence. Mark unresolved facts plainly. A replacement should know whether the open issue is service, finances, medical need, or missing evidence.
Keep the exact forms and the exact version filed
The core Veteran pension application is VA Form 21P-527EZ. A surviving spouse or child generally uses VA Form 21P-534EZ for survivors pension and related death benefits. A claimant seeking Aid and Attendance may need VA Form 21-2680. A nursing-home resident may also need VA Form 21-0779. VA Form 21P-8416 reports qualifying unreimbursed medical or dental expenses, and VA may direct the claimant to complete VA Form 21P-0969 for income and assets.3
Save the completed form, every attachment, and the blank instructions that accompanied that version. Do not keep only a signature page. Write the submission method, confirmation number, and name of the person who submitted it on a separate cover sheet. If the packet was mailed, keep tracking and delivery proof. If it was uploaded, save the submission confirmation.
If the family is still gathering the packet, ask whether VA Form 21-0966, Intent to File, is appropriate. VA says an intent to file can establish a potential effective date while evidence is collected. Starting an online pension application while signed in with a verified account can establish that date without a separate intent-to-file form. An intent is not an approval and does not establish eligibility.4
Record who is allowed to act
VA does not automatically assign an accredited representative. Appointment of a Veterans Service Organization representative uses VA Form 21-22. Appointment of an accredited attorney or claims agent uses VA Form 21-22a. If Dad appoints a new representative, that appointment replaces the current representative.5
Put the signed appointment form in the handoff file. Also record the representative’s name, organization, telephone number, email, and the office actually holding the working copy. Never assume that a business card proves current accreditation. Check the person in VA’s accreditation search before sharing the full financial or medical file.5
An accredited Veterans Service Organization representative provides claim help free of charge. St. Louis families can use the offices listed in Local Help: St. Louis Offices and ask three direct questions: Are you currently VA accredited? Will you file this pension claim without a fee? Will you give us a complete copy of everything submitted?
Maintain a live request log
Do not organize the file by memory. Use a log with columns for the VA letter date, the exact item requested, the response deadline printed on the letter, who owns the task, when it was submitted, and the proof of receipt. Keep the entire VA letter, including pages that appear generic. The controlling deadline is the one in the notice, not a date recalled from a telephone conversation.
VA says pension decision time depends on the claim and that claims are generally processed in the order received unless priority processing applies.6 Do not promise the home-care agency payment from a future award. Care may begin on private pay while the claim is pending, but the family remains responsible under its care agreement unless and until another payer accepts responsibility. Ask the provider what deposit, minimum schedule, cancellation rule, rate-change rule, and invoice detail will apply.
Keep expenses usable, not merely remembered
For every claimed care expense, retain the care agreement, invoices, proof of payment, service dates, recipient’s name, provider’s name, and any record showing whether insurance or another source reimbursed the charge. VA Form 21P-8416 is for medical or dental expenses paid by the claimant for the claimant or a household family member when the expenses were not reimbursed and reimbursement is not expected.3
Use separate folders for amounts billed, amounts paid, and amounts reimbursed. Those are not interchangeable. If a family member pays temporarily, record who paid, from which account, and whether Dad later repaid that person. Ask the accredited representative which expenses VA can consider before placing them on the form.
Flag Medicaid before changing the care arrangement
The handoff sheet should state whether Dad lives in a nursing facility, whether Medicaid pays any part of that care, and whether a Medicaid application is pending. VA’s pension application asks about nursing-home residence and Medicaid coverage, and VA uses Form 21-0779 to obtain nursing-home information for an Aid and Attendance claim.3
Do not treat VA pension and Medicaid as two unrelated files. Give the VA representative and the Medicaid contact the same accurate description of residence, payments, income, and care. Before moving money, transferring property, changing who pays the caregiver, or signing a facility agreement, ask the appropriate benefits professionals how the proposed step affects both programs.
Use the two VA doors deliberately
Door one is direct filing with VA. A pension application may be submitted online, uploaded through QuickSubmit, mailed to the Pension Intake Center, or delivered to a VA regional office.6 The family should retain the final packet and receipt regardless of the route.
Door two is an accredited representative who files or follows the claim for Dad. Representation can reduce handoff risk only if the family still keeps its own copy. When responsibility changes, give the replacement representative the appointment record, filed packet, evidence index, VA correspondence, request log, and submission receipts. Ask the new representative to identify gaps in writing before sending duplicate or contradictory material.
If Dad dies while the matter is unresolved
Do not assume the Veteran’s pending pension application automatically becomes a surviving spouse’s pension claim. Survivors pension has its own eligibility rules and generally uses VA Form 21P-534EZ.7 Preserve Dad’s claim number, death record, marriage evidence, pending correspondence, and proof of expenses. Contact an accredited representative promptly to identify which survivor, accrued-benefit, or substitution questions apply to the facts.
The handoff test
Give the file to a family member who has not worked on the claim. Without calling the former helper, that person should be able to name the benefit, identify the three eligibility gates, locate every submitted form, find the next printed deadline, verify representation, total documented expenses, and explain the Medicaid status. Anything they cannot answer belongs on the missing-items list.
