Where do I find a veteran service officer in St. Louis County?

Start with the state. The Missouri Veterans Commission Veterans Service Program says accredited Veterans Service Officers provide counseling and assistance, complete and submit claims applications with the necessary documentation, and are located in almost every county. Use the Commission's service officer locator for the office nearest the house. Do not treat a Facebook post as the locator.

St. Louis County government also runs its own program. The County Veterans Program describes advocacy, education, and delivery of services, and lists VA benefits eligibility and claim application assistance, including pension and medical expense reporting. Is accredited VSO help on a VA claim free?

VA is plain on this. The services an accredited VSO representative provides on VA benefit claims are always free. An accredited attorney or claims agent can charge fees. That is the fork. If the person in front of you is a VSO with a recognized organization, you should not be writing a check to file the pension. If they are an accredited attorney or claims agent, fees are a different conversation, with VA rules attached. If they are neither, they are not your representative.

You appoint a VSO with VA Form 21-22, or an attorney or claims agent with 21-22a. VA has an online tool to pre-fill those. You still have to contact the representative first and make sure they will take the file.

How do I know if a benefits consultant is allowed to represent Dad at VA?

Search. The VA Office of General Counsel accreditation search is the list of attorneys, claims agents, and VSO representatives currently accredited. VA says if your search does not produce results, the person or organization is not currently authorized to provide representation. There is a separate search for recognized VSOs. Use both if you are unsure.

You can also find a VA accredited representative or VSO through VA's find-rep tool. Search, then call the person, then appoint. Do not skip the search because a flyer looked official.

Accreditation is narrower than the pitch. VA's Office of General Counsel states that accreditation is for the sole purpose of providing representation services to claimants before VA and does not imply that a representative is qualified to provide financial planning services or is otherwise endorsed by VA. Accreditation may not be used for marketing financial products or promoting a financial services business. Read that twice if the meeting is about an annuity.

The tells of a paid pitch

This desk does not name companies. It names patterns that show up after a Korea or Vietnam veteran needs help at home:

• A fee before the claim is filed, or a fee for "paperwork" that a VSO files at no charge.
• A push to move money this week: an annuity, a trust sold as the price of eligibility, "asset restructuring" as the first agenda item.
• A claim that accreditation means VA endorses a financial product. The OGC page says the opposite.
• Urgency that does not match the file. Intent to file protects a date. Panic does not.

If you already signed something, take it to an accredited VSO and, if money was moved, to an elder law attorney. The Missouri Adult Abuse and Neglect Hotline is 1-800-392-0210 if what happened looks like exploitation of an older adult. That is a report, not a benefits claim.
