This is the statewide path, not a second copy of the St. Louis County locator. Aid and Attendance or Housebound benefits are monthly payments added to a VA pension for qualified Veterans and survivors who need help with daily activities such as bathing, feeding, and dressing, or who are housebound. You cannot receive both add-ons at once.
Block 01Who in Missouri files this at no charge?
Start with accreditation, then geography. VA says the services an accredited VSO representative provides on VA benefit claims are always free. An accredited attorney or claims agent can charge fees. Search the Office of General Counsel accreditation tool before you appoint anyone. If the search produces no results, the person is not currently authorized to provide representation. You can also use VA's find-rep tool. Appoint a VSO with VA Form 21-22, or an attorney or claims agent with 21-22a, after they agree to take the file.
Accreditation is narrower than a pitch. VA's Office of General Counsel states that accreditation is for the sole purpose of providing representation services to claimants before VA and does not imply that a representative is qualified to provide financial planning services or is otherwise endorsed by VA.
The state door is the Missouri Veterans Commission Veterans Service Program. Accredited VSOs provide counseling and assistance, complete and submit claims with documentation, and are located in almost every county. Block 02What forms start a Veterans Pension with Aid and Attendance in Missouri?
The Veteran application is VA Form 21P-527EZ, Application for Veterans Pension. VA Form 21-2680 is the Examination for Housebound Status or Permanent Need for Regular Aid and Attendance, used to apply for Aid and Attendance added to monthly compensation or pension. An examining physician completes it. Bring the blank form to the next appointment.
VA Form 21-0966 is Intent to File a Claim for Compensation and/or Pension, or Survivors Pension and/or DIC. Use it if you are still gathering the DD214 and the doctor's page. 21P-8416 is the Medical Expense Report. 21P-0969 is the Income and Asset Statement. A VSO will stack the file. Mail, if you mail, goes to Department of Veterans Affairs, Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365. MVC files survivor claims. Do not sit on a death certificate with no intent on file.
VA lists how to apply: online, by upload, by mail, in person, or with an accredited representative. An intent to file can protect the effective date while you gather evidence. If you apply for pension online with an identity-verified account, you do not need a separate intent. Claims are processed in the order received unless a claim requires priority processing. A fee does not move the queue. If he already has a disability rating or a compensation file, tell the VSO before anyone marks a pension box as if it were the only door.

The same three gates as any other state. Missouri does not write a shorter wartime list. Service, need, and money, in that order. Copy the wartime periods from VA's eligibility page, not from a flyer. Discharge has to be other than dishonorable. The pension has an age-or-disability door. VA says it pays wartime Veterans whose yearly family income and net worth meet congressional limits, and who are at least 65, have a permanent and total disability, live in a nursing home for long-term care because of a disability, or receive SSDI or SSI. Aid and Attendance is an add-on to that pension. Need is help with daily activities, or housebound, on 21-2680.
From December 1, 2025, to November 30, 2026, the net worth limit to be eligible for Veterans Pension benefits is $163,699. Maximum Annual Pension Rates increased 2.8 percent effective December 1, 2025. For a Veteran with no dependents, VA lists $17,441 without Housebound or Aid and Attendance, $21,313 with Housebound, and $29,093 with Aid and Attendance. The rest of the household sizes are on the same table. VA reviews asset transfers in the three years before the claim. A penalty period of up to five years can apply if assets were transferred for less than fair market value and those assets would have pushed net worth over the limit. Do not move money to manufacture eligibility.
PCAFC is not Aid and Attendance. The Program of Comprehensive Assistance for Family Caregivers requires a 70 percent VA disability rating, at least 6 months of continuous in-person personal care services, enrollment in VA health care, and 1 primary plus up to 2 secondary caregivers. Homemaker Aide hours are a VA health care door. If he is enrolled, ask a social worker at VA St. Louis Health Care about Homemaker Aide hours. Block 04Is Missouri Medicaid the same door as VA Aid and Attendance?
No. Do not mix them in one conversation with a person who sells products. Missouri DSS states that MO HealthNet (Missouri Medicaid) is different from Medicare and can help with benefits not normally covered through Medicare, like nursing home care and personal care services. Medicare does not pay for long-term care. A VA pension check, once it starts, is income. Whether both systems can run in his facts, and in what order to apply, is a question for an accredited VSO and an elder law attorney. Missouri DHSS describes Home and Community-Based Services as programs that help older adults or people with disabilities live in their homes rather than moving to a nursing home. - Find the MVC office that covers the county. Use the Commission service page. If you are in the St. Louis metro, write the last-published phones on a card and call before you drive.
- Put the DD214, a one-page note of what he cannot do alone, and a blank 21-2680 in one folder. The note is for the VSO and the doctor, not a diagnosis.
- Do not transfer assets, sign an annuity, or pay a fee to file. If a compensation file already exists, write that on the folder.
- If he cannot be left alone tonight, cover the night. In the morning, ask the VSO for intent to file if the packet is not ready.
When to ask the care team or the doctor
Whether he needs regular help with bathing, dressing, feeding, or whether he is housebound, is a physician question. The examining physician completes Form 21-2680.
