This desk covers the pension add-on with public sources. Aid and Attendance or Housebound benefits are monthly payments added to a VA pension for qualified Veterans and survivors who need help with daily activities such as bathing, feeding, and dressing, or who are housebound. You cannot receive Aid and Attendance and Housebound at the same time. Compensation questions belong with the VSO and the file. This page will not invent a rate table for that side.

On this desk, yes: Aid and Attendance is an add-on to a VA pension. The pension itself is needs-based. It is for wartime Veterans whose yearly family income and net worth meet congressional limits, and who are at least 65, have a permanent and total disability, live in a nursing home for long-term care because of a disability, or receive SSDI or SSI. Discharge has to be other than dishonorable. Wartime service is a gate, not a prize. The wartime dates briefing is the place to circle the line that matches the DD214.
A compensation file does not erase those pension gates. If he already has a disability rating, or a compensation claim pending, say that in the first five minutes with the VSO. Do not let a consultant file 21P-527EZ as if the VA has never heard his name. The VSO can see the file. This desk cannot.
This page will not print compensation dollar amounts, a compensation Aid and Attendance rate table, or a rule about receiving pension and compensation in the same month. Those sentences need a person who has the file. If someone is sure and they have not opened it, they are guessing.
Block 02Does Form 21-2680 only work on a pension claim?
No. That is the mix-up the form page itself prevents, if you read it. VA Form 21-2680 is the Examination for Housebound Status or Permanent Need for Regular Aid and Attendance. VA says to use it to apply for Aid and Attendance benefits that will be added to monthly compensation or pension. An examining physician completes it. The son does not complete the medical findings. A salesman does not complete them either.
The exam form is not a pension-only page. Which claim it should sit next to, in his facts, is the VSO question. Bring the blank form to the next appointment. Ask the office how they handle VA exam forms. Do not coach the wording. The form-stack briefing walks the rest of the paper: 21P-527EZ for Veterans Pension, 21P-534EZ if this is a surviving spouse, 21P-8416 for unreimbursed medical expenses, 21P-0969 when the application tells you to verify income or net worth.
The intent form is named for both doors on purpose. VA Form 21-0966 is Intent to File a Claim for Compensation and/or Pension, or Survivors Pension and/or DIC. Use it if you are still gathering information and want the date protected. If you sign in with an identity-verified account and apply online, you may not need a separate intent. Ask the VSO which path you are on. Do not sit on a blank 21-2680 for six weeks with no intent and no application.
A third program uses a disability rating as a gate and is still not Aid and Attendance. The Program of Comprehensive Assistance for Family Caregivers requires a VA disability rating of 70 percent or higher, a need for at least 6 months of continuous in-person personal care services, and enrollment in VA health care. An eligible Veteran may appoint 1 Primary Family Caregiver and up to 2 Secondary Family Caregivers. If a pitch treats PCAFC, a pension add-on, and a compensation file as one product, stop the meeting.
Block 03What pension numbers can this desk actually quote?
Only the pension table. From December 1, 2025, to November 30, 2026, the net worth limit to be eligible for Veterans Pension benefits is $163,699. Maximum Annual Pension Rates increased 2.8 percent effective December 1, 2025. For a Veteran with no dependents, VA lists the Maximum Annual Pension Rate as $17,441 without Housebound or Aid and Attendance, $21,313 with Housebound, and $29,093 with Aid and Attendance. The rest of the household sizes are on the same table. Open it. This desk does not invent the rows it is not quoting.
VA also reviews asset transfers in the three years before the claim. If assets were transferred for less than fair market value during that look-back, and those assets would have pushed net worth over the limit, a penalty period of up to five years can apply. A compensation rating does not cancel a look-back. Do not move money this week to manufacture a pension. If someone is selling an annuity as the price of Aid and Attendance, you are in a product meeting, not a claims meeting.
Care you already pay for can change the pension income math. That is unreimbursed medical expenses on 21P-8416, not a rumor about what "the VA will cover." Keep invoices and a simple hour log from day one. The regulation is on the UME briefing. If you are hiring non-medical help while the file is sorted, the sibling desk is Hire Caregiver STL. A pension add-on, if approved, is cash. It is not a nurse VA sends to Chesterfield.
Block 04What should you tell a VSO if he already has a disability rating?
Tell them first. Before the wartime dates, before the doctor's page, before anyone talks about net worth. The sentence is: he already has a disability rating, or a compensation file, or both, and we do not want a pension filed as if that did not exist. Bring the award letter if you have it. Bring the VA file number if you have it. Bring the DD214. If you do not have the letter, say so. The VSO can still look.
The Veteran pension application is VA Form 21P-527EZ. VA tells you how to apply online, by upload, by mail, in person, or with an accredited representative. Claims are processed in the order received unless a claim requires priority processing. None of that requires a paid consultant. The services an accredited VSO representative provides on VA benefit claims are always free. An accredited attorney or claims agent can charge fees. Search the Office of General Counsel accreditation list before you appoint anyone. Accreditation is for claims representation, not a financial-planning endorsement.

- Write down, in one sentence, whether he already has a disability rating, a compensation claim, a pension, or you do not know. That sentence goes to the VSO first.
- Put the DD214, any VA award letter, and the VA file number if you have it in one folder. If a piece is missing, write who might have it.
- Do not file a pension packet tonight as if the compensation file did not exist. Do not transfer assets. Do not pay a fee to file.
- In the morning, call a VSO. Say you need the existing file reviewed before anyone marks a pension box. Ask about intent to file on 21-0966 if the packet is not ready.
When to ask the care team or the doctor
Whether he needs regular help with bathing, dressing, feeding, or whether he is housebound, is a question for the physician who treats him. This desk does not decide it. The examining physician completes Form 21-2680. A compensation rating is not a substitute for that exam. If he has fallen, if he is newly confused, call the care team or the doctor. Aid and Attendance is a benefits question. A change in the body is a medical question. If nights are empty, cover the night. The file does not stand in the hallway.
