Block 01What does a Missouri Veterans Commission service officer actually do on an Aid and Attendance file?
Start with the public sentence, not with a nickname. The Missouri Veterans Commission Veterans Service Program says accredited Veterans Service Officers provide counseling and assistance, complete and submit claims applications with the necessary documentation, and are located in almost every county. Use the Commission's locator. People search "Missouri Veterans Commission benefits counselor" because that is the phrase a relative used. Say the mismatch out loud: counseling is in the job. "Benefits counselor" is not the title on the public page. The title is Veterans Service Officer. Call that person.
Counseling, on this file, is the unglamorous work. They read the DD214 against the pension rules. They tell you whether this looks like a Veterans Pension with an Aid and Attendance add-on, or a file that is missing a page. They do not guess wartime dates from a kitchen-table story. The wartime periods are on VA.gov. A VSO will match the paper to that list.
Completing and submitting the claim is the other half. For a wartime Veteran, the application is VA Form 21P-527EZ. Aid and Attendance is an add-on, not a secret form. Aid and Attendance or Housebound benefits are monthly payments added to a VA pension for qualified Veterans and survivors who need help with daily activities such as bathing, feeding, and dressing, or who are housebound. You cannot receive both at the same time. The officer's job is to get the application in with the evidence the add-on needs, not to promise a dollar amount at the first meeting.
Necessary documentation is the stack: DD214, the pension application, income and net worth facts the form asks for, a medical exam page if you are claiming the add-on, and an intent to file if the packet is not ready. VA lists five apply doors: online, upload the PDF through QuickSubmit, mail, in person at a regional office, or with an accredited representative. The officer is the fifth door, and often the person who picks among the other four. Mail, if the file is mailed, goes to Department of Veterans Affairs, Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365.
If the person who needs the add-on is a surviving spouse, the application is 21P-534EZ. MVC files survivor claims. After the claim is in, VA processes claims in the order received unless a claim requires priority processing. Check the status tool. An intent to file can protect a date while the doctor's page is still outstanding. Ask, at the first call, whether an intent should go in before the exam comes back.
Block 02What will an MVC service officer not do on this file?
They will not sell an annuity. They will not take a fee to file. The services an accredited VSO representative provides on VA benefit claims are always free. An accredited attorney or claims agent can charge. If the person across the table wants money before the claim is in, you are not in an MVC counseling session.
They will not complete the medical findings on VA Form 21-2680. That form is the Examination for Housebound Status or Permanent Need for Regular Aid and Attendance. An examining physician completes it. The officer does not. A consultant does not. Your job is logistics: download the current PDF, take it to the doctor's office, and get the completed page back to the officer. A one-page note of what he cannot do alone at 2am is context for the visit. It is not the exam.
They will not provide financial planning as part of accreditation, and they will not treat accreditation as a VA stamp on a product. VA's Office of General Counsel states that accreditation is for the sole purpose of providing representation services to claimants before VA and does not imply that a representative is qualified to provide financial planning services or is otherwise endorsed by VA. Accreditation may not be used for marketing financial products. If a meeting starts with "we have to move the CD this week so he qualifies," that is not MVC work. Take the actual numbers to the officer.

Pitch tells when someone borrows the words "commission" or "counselor" and is not the officer: a fee before the claim is filed; a push to move money this week; a claim that accreditation means VA endorses a product; urgency that does not match the file. Intent to file protects a date. Panic does not. Block 03How do I appoint an MVC service officer, and how do I check they are accredited?
Call first. Make sure they will take the file. Then appoint. You appoint a VSO with VA Form 21-22. You appoint an attorney or claims agent with 21-22a. Do not sign 21-22 for a stranger who walked into the living room with a binder.
Then search. The VA Office of General Counsel accreditation search is the list of attorneys, claims agents, and VSO representatives currently accredited. VA says if your search does not produce results, the person or organization is not currently authorized to provide representation. You can also find a VA accredited representative or VSO through VA's find-rep tool. Search, then call, then appoint.
Accreditation is narrower than the pitch. It is representation before VA. It is not a license to rearrange assets, a medical credential, or an endorsement of a care company. If the work is a product, you have the wrong person.

Statewide first. Use the Commission's service officer locator. Officers are located in almost every county. This is not only a St. Louis County job. Call and ask which office will take this file.

The St. Louis VA Regional Benefit Office at 9700 Page Ave., St. Louis, MO 63132 is a benefits office, not MVC headquarters. Public contact is Monday through Friday, 8:00 a.m. to 4:00 p.m. They help with pensions, among other benefits. Walk-in and appointment rules live on that page. Read them before you go. A VSO can also be co-located. Ask when you call. Do not mix Page Avenue with health care at Jefferson Barracks or 915 North Grand.
St. Louis County government runs a separate door. The County Veterans Program lists VA benefits eligibility and claim application assistance, including pension and medical expense reporting. The published phone is (314) 615-4030, email veteransprogram@stlouiscountymo.gov. County locations pages have listed a South County number at 314-615-4038, with a Lemay Ferry address among the Human Services sites. Confirm the address when you call. Bring the DD214. That program is county government, not MVC. You can call both.
Bring, to whichever officer takes it: the DD214, a one-page list of what he cannot do alone, a blank 21-2680 for the doctor, and the question "do we need an intent on file today." Do not bring a fee.

- Write the phrase you searched ("benefits counselor") and the title on the public page (Veterans Service Officer) on one card, so you ask for the right person in the morning.
- Open the MVC service officer locator and the office-status list. Write the phone for your county. Call before you drive.
- If you have been pitched, search that name in the OGC accreditation tool. If there are no results, the person is not currently authorized.
- Put the DD214 in a folder. Do not sign, transfer, or pay to file. In the morning, call MVC, say you need pension with Aid and Attendance, and ask whether they will complete and submit the application and whether an intent should go in first.
When to ask the care team or the doctor
An MVC service officer does not examine him. The doctor does. Whether he needs regular help with bathing, dressing, feeding, or whether he is housebound, is a physician question. The 21-2680 is their page. If he has fallen, if he is newly unable to transfer, if nights have become unsafe, call the care team or the doctor, not a benefits line. Filing does not replace a person in the house.
