Jefferson Barracks and the North Grand campus are health care. If you take a pension packet to a hospital lobby, you are in the wrong building. This desk is not affiliated with VA. The regional benefit office is a real door. VA lists applying in person at a regional office among the ways to file a pension. The St. Louis office sits at 9700 Page Ave., St. Louis, MO 63132. Public contact is listed Monday through Friday, 8:00 a.m. to 4:00 p.m. They help with pensions, among other benefits. That sentence is from the office page, not from a flyer.
Walk-in and appointment rules live on that page. Read them before you go. This briefing will not invent a parking instruction, a wait time, or a rule that you must have an appointment. Those details, if they apply the morning you leave the house, are on the regional office page. Print it or save it on your phone. Do not drive on a memory of how a relative filed in 2019.
A VSO can also be co-located. Ask when you call. If an accredited representative is already on the file, ask that person whether Page Avenue is the door they want, or whether they will submit the packet themselves.
What you would be walking in with, if you go, is a pension application, not a verbal story. For a wartime Veteran the form is VA Form 21P-527EZ. Aid and Attendance is an add-on to that pension, not a separate walk-up window. Aid and Attendance or Housebound benefits are monthly payments added to a VA pension for qualified Veterans and survivors who need help with daily activities such as bathing, feeding, and dressing, or who are housebound. You cannot receive both at the same time. It is cash on a pension if the file clears, not a voucher from the lobby.
Bring the DD214, a one-page list of what he cannot do alone, and the doctor's exam form if you have it. Do not expect the regional office to complete medical findings. VA Form 21-2680 belongs to an examining physician. If this is a surviving spouse, the application is 21P-534EZ. In-person filing is still one listed door. A VSO will stack that file.
Block 02Is the Page Avenue office the same as Jefferson Barracks or John Cochran?
No. Keep the addresses on two cards. Page Avenue is the regional benefit office. It is the building this briefing is about when the question is pension, or Aid and Attendance as an add-on. VA St. Louis Health Care lists facilities at 1 Jefferson Barracks Drive, St. Louis, MO 63125-4199, and 915 North Grand Boulevard, St. Louis, MO 63106-1621. Those campuses are health care. North Grand is the John Cochran campus. They are not the regional benefit office.
If he is enrolled in VA health care, a social worker at Jefferson Barracks or on North Grand can talk about health care. That is a different door from the pension. Do not mix the addresses. Do not take a 21P-527EZ to a clinic window and assume it was filed. Do not take a hospital discharge packet to Page Avenue and assume it is a claim.

VA lists five doors. You do not need all five. You need one that actually submits the packet:
- Online
- Upload the PDF through QuickSubmit
- In person at a regional office
- With an accredited representative
A VSO will pick the door. You can pick it yourself. This desk does not rank them. In-person at Page Avenue is still only one of five.
Mail, if you mail, does not go to Page Avenue as the intake address this desk cites. Pension mail goes to Department of Veterans Affairs, Pension Intake Center, PO Box 5365, Janesville, WI 53547-5365. That is the address on VA's how-to-apply page. If a flyer tells you to mail the packet to a private suite in Chesterfield, stop.
An intent to file can protect a date while you gather the DD214 and the doctor's page. If the packet is not ready tonight, that is the move for the morning: tell a VSO you need an intent on file, or follow the how-to-apply page for the online path. Sitting on a blank 21-2680 for six weeks, with no intent and no application, is how the effective date slips. The exam still has to be done. The date does not have to wait on the exam.
After the claim is in, VA processes claims in the order received unless a claim requires priority processing. This desk does not print a month count. Check the claim or appeal status tool. Driving back to Page Avenue to "check on it" is not a way to jump the order. Eligibility still has three gates. Page Avenue does not waive them because you stood in line. Block 04Should I start with a VSO instead of driving to Page Avenue?
Usually yes. You can apply yourself. VA lists that door. In this metro, the practical first door for a son who has already been pitched once is a free, accredited Veterans Service Officer. They file. They do not sell products. They already know whether the packet should go online, through QuickSubmit, in the mail to Janesville, or in person on Page Avenue.
The Missouri Veterans Commission Veterans Service Program says accredited Veterans Service Officers provide counseling and assistance, complete and submit claims applications with the necessary documentation, and are located in almost every county. The County Veterans Program describes advocacy, education, and delivery of services, and lists VA benefits eligibility and claim application assistance, including pension and medical expense reporting. County locations pages have listed a South County number at 314-615-4038, with a Lemay Ferry address among the Human Services sites. Confirm the address when you call. Bring the DD214.
VSO help is always free. An accredited attorney or claims agent can charge. You appoint a VSO with VA Form 21-22, or an attorney or claims agent with 21-22a. Search the Office of General Counsel accreditation list before you appoint anyone. If the search produces no results, the person is not currently authorized.
